GROWTH

West Bengal, the land of opportunity
and a Gateway State to the East, has always had a strong international
orientation. Along with abundant natural resources it has a rich cultural,
academic and ethnic mix. A vibrant business community and a diversified
industrial base co-exist. And it is located at a strategic geographical
point, accessible from major global cities, particularly, Asian megalopolises.
The State is today well prepared to take up the challenges of the new millennium.
Efforts have been doubled and re-doubled to promote the kind of business
climate that encourages investors to come, to grow here.
West Bengal Industrial Infrastructure
Development Corporation (WBIIDC) was established by an Ordinance in 1973
later replaced by an Act '74 (XXV) to spearhead a unified effort for the
State's industrial development in a well-planned basis.
Focus Areas of Activities
Develops infrastructures for industry
in economically less advanced areas.
Sets up industrial Growth Centres
with all infrastructural facilities at various locations to make the same
available for industrial/commercial enterprises.
Undertakes construction of social
infrastructures.
Executes various development schemes
on behalf of Government Departments and other organisations on agency basis.
The Corporation has so far promoted
12 fully developed industrial Growth Centres spread over 2000 acres of
land at various locations in the State Land is available for expansion,
re-location of existing units and of course, for setting up of new units
in WBIIDC’s Growth Centres with minimised formalities.

PROCEDURE OF LAND ALLOTMENT
How to Apply
Application in Prescribed Form-available from WBIIDC Head Office and outlying
offices on payment of nominal fees.
Offer letter along with Acceptance Form is issued on receipt of complete
application form with Project Report and other supporting documents.
Lease premium is payable in two installments:
* 50% within one month from the date of issue of offer
* 50% within one month from the date of issuance of Allotment Letter
On realisation of the lease premium in full, Possession of land is
handed over to entrepreneur after joint measurement of land and execution
of Agreement to Lease.
Stages of Land Utilisation
After taking over the possession
of the plot, the entrepreneur is required to submit the building plan according
to Building Rules of the Corporation within 6 months from the date of handing
over possession of land. The construction work as per approved plan should
commence within 12 months from the date of handing over possession and
commercial production has to be started within 36 months from the date
of handing over possession. The Corporation may, on the merit of the case,
allow further time as might be necessary.
Lease Deed
Only after fulfillment of the
clauses of the Agreement, a long term lease (generally for 99 years') is
executed between this Corporation and the entrepreneur.
Mortgage Facilities
Permission for mortgage of the
demised land is normally accorded so that no difficulty is experienced
by the allottee in availing of financial assistance from Financial Institutions,
Banks, etc.
Other Terms And Conditions
Service/maintenance charges
are payable on yearly basis and other charges on quarterly basis.
Water Charges
The entrepreneur is required
to pay for water supplied from WBIIDC's own source on the basis of actual
comsumption. The rate of water charges varies from growth centre to growth
centre.
Power
For obtaining power supply the
entrepreneur has to apply to West Bengal Electricity Board or other Agencies
and electricity charge is payable to such suppliers.
Vision for Future
With the change in economic
scenario optimism on opportunities in West Bengal is increasing. To open
new vistas of economic development WBIIDC's journey continues-more and
more Growth Centres are coming up with infrastructure facilities that are
at par with best available in the country.
