With the adoption of liberal economic policy, the need to contain the risk factor involved in financial transaction has been felt. In the changing context, apart from quality and service sector, the most important process would project management system, its implementation remain the main criterion of competitive success of the commercial organisations. In the present situation, to meet the expectation of consumers, a consistent co-ordination and strict control over this will be a realistic and desirable step. In line with the consumers' expectations, BHEL, stands as a golden symbol in project implementation regarding equipments and services of different variety. It's success story has glorified the Indian economic landscape and influenced the power generation sector most significantly.
EASTERN REGIONAL CENTRE AND WORK CULTURE
Farsightedness, time specific planning, proper utilisation of human resources, efficient and bold leadership have made the Eastern Regional office of this organisation a `path finder'. In the present industrial situation, BHEL has consistently played a vanguard role in restoring the lost honour of Eastern region. Specific objective oriented management system, meaningful investment of required resources, and cost management remain the main source of this Organisation's rising  influence. In using the most modern appliances too, this office has set an example of consistency. BHEL's sphere of activities has been the Sunrise sectors, where we move ahead with a spirit of `Charaibati' which become the shit anchor in creating its historical potentiality.
ACTIVITIES IN EASTERN REGION
The eastern region covers ten states including West Bengal, Bihar, Orisa, Assam and the entire North-East. The organisation's commercial activity being supply of mechinaries meant for power generation and maintenance. Presently besides the existing thermal power sector, the organisation works as the Nodal agency in gas sector and hydro-electricity generation. Of the existing Thermal power projects, Eight MW capacity based Tripura Rokhia, Gas based power unit (unit 5 and 6), DVC Mejia in West Bengal (3x210 MW) and Bakreswar of West Bengal Power Development Corporation (3x210 MW) may be mentioned. Of these, Rokhia No. 6 unit was set up within 60 days of supply of mechinaries and production was started.
The success story of DVC Mejia has been more spectacular as unnecessarily delayed Mejia project's future became uncertain at some time, in the case of that same Mejia 3 Unit, Production started just after 38 days of installation of BHEL manufactured Boiler. This was an instance not only for Mejia 2 and 3 unit, at the all India level it did set an example. In other words, whereas the CEA's scheduled time limit (from Hydrotest to commissioning) was 365 days, the No. 3 unit completed commissioning within 70 days of Hydro-test.
BAKRESWAR PROJECT
This project has now become the jewel crown in BHEL's success stories. The BHEL's contribution in meeting the aspirations of eastern region's people, with the cooperation of concerned groups, could hardly be compared. The completion of all works in Bakreswar No. 1 unit before the stipulated time would remain a milestone of technological brilliance and efficiency. The application of special 250 ton crane, dividing the manufacturing of boiler in three parts and providing contract, limited collection of cement and steel, managing the unskilled and skilled workers through Anchal Panchayat, the necessary follow up action for timely supply of equipments, and all out cooperation of the project Director PBEL were important factors. Of the first truck projects undertaken by BHEL in Faridabad, Kayankulum, Simadri, Bakreswar would remain and avant garde.
EXPORT BUSINESS
PDO has secured the contract of setting up 3 Turbines of 30 MW Gas Turbine in Oman, this was the first foreign project secured by Eastern Regional Office. Besides, the 6 Hydro-electricty Projects with 170 MW Capacity to be installed in the neighbouring state of Bhutan, would be completed under the supervision of Eastern Regional Office. This Office has been active in taking part in the installation of Thermal and Hydro-electricity Projects in Bangladesh.
Disciplined and committed workers have been the architect in the rise and development of an organisation. BHEL was no exception.
